ECOFAC program

One of the major achievements of the ECOFAC program has been the establishment of Village Hunting Areas (VHAs). The VHAs are portions of the national territory dedicated to sport hunting operations; their management is officially entrusted by the State to local village communities. They rent them to private hunting companies, which operate them according to specifications and in respect of specific harvest quotas granted by the State.

The funds generated by the taxes and use fees are, apart from the share reserved for the State and the Communes, managed democratically and autonomously by village structures.

The North Region Development Program (NRDP)

The objectives of the NRDP are to combat desertification by protecting the ecosystems of savannahs and forests, and to manage natural resources, especially large animals, by ensuring that the local populations benefit from them. A priority was given to implement an effective fight against poaching.

More than 130 guards are recruited and trained. Modern means (aircraft, 4x4 vehicles, radio communication system) are deployed.
4 main stations are built with more than 1,000 km of track and 4 airfields which allow access to the most remote places of the zone quickly and at any time of the year.
The implementation of ecological monitoring has made it possible to monitor animal population dynamics and the project impact.

Transhumance

North CAR has seen cattle herding grow in recent decades. This new occupation of space creates conflicts between transhumant herders and farmers but also between wildlife and livestock for access to pastures and water points. The world of pastoralism is heterogeneous and complex, shared between local herders and transhumant herders, who do not have the same goals and interests. Moreover, this sector in North CAR is highly penalized by the State's lack of capacity to control and manage it, and dominated by informal taxation generating no profit for the region. It is important to better understand and grasp users' practices and needs in order to re-establish proper management of this sector in a way that would complement the management of natural resources. Currently, transhumance is a burden for CAR, which draws no benefit from it.
